“Amazon tricked these cities into thinking that by offering millions of dollars in tax breaks and other incentives, they could be chosen as the site for the company’s second headquarters — and, as a result, finally experience the economic resurgence they missed out on in the aftermath of the 2008 financial crisis. Instead, these cities’ governments spent countless dollars and hours on proposals that never made a difference.
